臣(chen)闻(wen)先王治世,贵在爱民。省徭轻(qing)赋,以宁天下,除烦就(jiu)约,以崇简易,故万姓从化(hua),灵物应(ying)德。末世(shi)衰(shuai)主,穷奢极侈(chi),造(zao)作无端(duan),兴制非一,劳割自下,以从(cong)苟欲,故(gu)黎(li)民(min)吁(yu)嗟,阴阳(yang)感动(dong)。陛下圣德承(cheng)天(tian),当隆(long)盛化(hua),而卒被诏书,亩敛田钱,铸作铜人,伏读惆怅,悼心失(shi)图。夫(fu)十(shi)一而税,周谓之(zhi)彻。彻者(zhe)通也,言其法度可通万世而(er)行也。故(gu)鲁(lu)宣(xuan)税亩(mu),而蟓灾自生;哀公增赋,而孔子非之。岂有聚夺(duo)民物,以营无(wu)用之铜人(ren);捐舍(she)圣(sheng)戒(jie),自蹈亡王(wang)之(zhi)法哉!传(chuan)曰(yue):‘君举(ju)必书,书而不法(fa),后世(shi)何述(shu)焉?’陛下(xia)宜留神省察,改敝从(cong)善,以塞(sai)兆民(min)怨(yuan)恨之(zhi)望。
